A total of nineteen (19) infrastructure projects surmounting go over P753 Billion are up for funding by the Japanese government in connection to the Duterte administration's Build Build Build program.
Last Monday during the Fourth Philippines - Japan Joint Committee on Infrastructure Development and Economic Cooperation Meeting held in Lapu-Lapu City, both Philippines and Japan had discussed and deliberated on the proposed 11 projects in the pipeline. These projects are anticipated to be financed by firm loans from the Japan International Cooperation Agency (Jica), six pitched for soft loans also from Jica, and three eyed for grants from the aid agency.
As reflected in the proposal documents, the biggest project subject for funding by the Japanese government with a total project allocation of P356.9 Billion is the Metro Manila Subway Project Phase 1. This subway project would primarily connect Mindanao Avenue in Quezon City and Food Terminal Inc. in Taguig City, with a spur line to the Ninoy Aquino International Airport.
According to a statement given earlier by Finance Secretary Carlos Dominguez III, the said loan agreement for the Metro Manila Subway Project which is the first underground rail system in the Philippines is anticipated to be signed on March.
The said subway system project, about 25.3 kilometers long was already approved by the National Economic and Development Authority Board September last year. The construction is set to commence next year and was expected to be finished by 2025.
Among other projects to be sponsored by Jica include the P211.4 Billion Philippine National Railways North 2 project connecting Malolos, Bulacan, and Clark Freeport Zone in Pampanga which is anticipated to be signed for approval fourth quarter of this year.
The construction of the said 69 kilometer railway system is bound to start January of 2019 and is expected to be operational by the second quarter of 2022.
There is also the 72-km P124.1-billion PNR South Commuter or the North-South Railway Project (NSRP)-South Line, which is to be funded also by Jica loan. This will run between Tutuban, Manila, and Los Baños, Laguna.
Both the Philippine and the Japanese government are hopeful to sign the loan agreement for this PNR South Commuter project also on the fourth quarter of 2018. Its construction, as approved by the Neda Board September last year, will start on January next year.
Last November, moreover, another significant project has been approved for loan agreement between Philippines and Japan. This is the P9.9-billion Cavite Industrial Area Flood Management Project. Of the amount, Jica will shoulder P7.1 billion, while the remainder will be shouldered by the government.
Other infrastructure projects to be financed by Jica include: the P5.3-billion Arterial Road Bypass Project Phase 3 (formerly Plaridel Bypass); P5.4-billion Malitubog-Maridagao Irrigation Project Phase 2; P4.8-billion Dalton Pass East Alignment Alternative Road Project; P9.9-billion Road Network Development Project in Conflict-Affected Areas in Mindanao; P26.8-billion Pasig River-Marikina Channel Improvement Project Phase 4; as well as the three-year Metro Rail Transit 3 Rehabilitation and Maintenance, which the Department of Transportation said would start in May.
