President Rodrigo Duterte approved San Miguel Corporation’s (SMC) unsolicited proposal to build an International Airport in Bulacan, late Wednesday. The Department of Finance (DOF) said this is just one of the big – ticket infrastructure projects that the President has given his go – signal to under its massive $180 Billion “Build, Build, Build” program.
The Airport proposal, which is said to cost nearly P750 Billion is the largest among the projects approved by the National Economic and Development Authority (NEDA) Board, chaired by the President himself. The facility should help ease congestion at the Ninoy Aquino International Airport (NAIA), once completed.
SMC’s International “Aerotropolis” covers 1,168 hectares of Airport facility and a City Complex within a 2,500 hectare are along Manila Bay in Bulacan, Bulacan.
With an agreed initial contract to last 50 years, the airport project shall consist of 6 parallel runways with an estimated annual capacity of 100 million passengers, 3x the number of which NAIA can handle.
SMC’s unsolicited proposal, however, is still ‘subject to final review of concession agreement’ and will still undergo a ‘Swiss Challenge’ giving other interested parties the opportunity to bid for similar, if not, better proposals and to match with the original bidder.
Based on the list provided by Finance Secretary Carlos G. Dominguez III, other big – ticket infra – projects approved by the President are:
· Subic - Clark Railway Project costing P50.03 Billion.
· Clark International Airport (Expansion Project) costing P122.55 Billion.
· Ambal - Simuay River and Rio Grande de Mindanao River Flood Control Projects both costing a total of P39.22 Billion.
· Pasig - Marikina River and Manggahan Floodway Bridges Construction Project altogether costing P27.368 Billion.
· Bridge Construction Acceleration Project for Socio - Economic Development costing P27.37 Billion.
· Davao Food Complex project costing P1.02 billion.
· Proposed restructuring for the Integrated Natural Resources and Environment Management project costing P7.24 Billion.
· Integrated Marine Environment Monitoring System Phase 2 project costing P1.68 Billion.
· New Centennial Water Source- Kaliwa Dam project costing P14.32 Billion.
Secretary Dominguez said that there are also other projects approved by the NEDA Board through ad – referendum such as:
· Re-design and increased cost of the Chico River Pump Irrigation Project costing P4.37 Billion.
· Conflict-sensitive Resource and Asset Management Program – Financial Cooperation costing P1.27 Billion.
· Safe Philippines Project Phase 1 costing P20.3 Billion.
NEDA Board also granted the request for Supplemental Loan to be allotted for the construction of the New Bohol Airport and Sustainable Environment Protection project along with the approved 2-year loan validity extension of the Samar Pacific Coastal Road Project costing P1.03 Billion and the 46 – month loan validity extension for the Stage II - Jalaur River Multi – Purpose Project costing P11.21 Billion.
