Former Chief Justice Maria Lourdes Sereno was assessed by a psychologist who said that she displayed five of nine symptoms of “mental disturbance”.

After allegations came up on the 15-week hearing by the house justice committee, the psychologist had to assess her.

Expert witness Geraldine Tria was called during the 15th clarificatory hearing where she said that she would not have recommended Sereno’s appointment.

Evaluations made by two Judicial and Bar Council (JBC) psychiatrists in 2012 were mentioned by Tria saying that Sereno got the second lowest score of 4 on a scale of 1 to 5.

There has been brooding resentment against Sereno when she was appointed by then President Benigno Aquino III. Sereno was appointed as Chief Justice ben though she was one of the youngest justices.

Tria mentioned that Sereno should not have been considered for the position considering her intelligence quotient of 109 was only “average”.

“If a person is vying for a high position … and yet the mental ability is just mediocre, why? There are other applicants who have a higher score,” she said.

Tria said that Sereno displayed grandiosity, preoccupation with fantasies of unlimited success and power, sense of entitlement, and tendency to be “interpersonally exploitative”.

She said that proof is when Sereno bought a bulletproof luxury vehicle, which she is actually entitled to because she’s a high-ranking official. Another thing that she added was that Sereno has a tendency to “totally ignore” the SC’s collegial character.

Sereno is a “power-tripper” because she has a “tendency to disrespect other members of the court and substitute her own ideas and opinions”, said Tria.

To total this up, Tria says that Sereno’s “lack of empathy and sensitiveness to the need of the other members of the community” is Sereno’s “very crucial” symptom.

Her proof for this is her alleged delay in releasing the survivorship benefits of the spouses of deceased judges and justices.

Amidst all these, Tria said that she had “no way of observing her objectively”.

However, she adds that Sereno “failing” in her emotional well-being can affect her department.

“She doesn’t get along with the other justices … If she could not adjust to her coworkers, how much more other people?” Tria said.

JBC psychiatrists Genuina Ranoy and Dulce Lizza Sahagun also agree with Tria’s assessment.

JBS member Maria Milagros Fernan-Cayosa on the other hand said that a score of 4 in the psychometric evaluation is not a legitimate ground for impeachment.

The JBC as a body however, refused to release these records because of confidentiality rules.

Sereno commented on the issue saying that the House had “no business scrutinizing the result of the psychological exam … because it did not constitute grounds for impeachment under the Constitution.”

Sereno’s spokesperson lawyer Jojo Lacanilao said that it is only Tria’s opinion and that that Sereno was qualifies when she was appointed.

“Until that expert is placed on the witness stand in the Senate, [the report] remains irrelevant. I don’t know what the House will do with her testimony, but we will challenge it at the Senate,” he said.
